1-11 would represent the managers choice of 1st team AND their possitions. 1 is traditonally the 'keeper, and so on.
1 Goalkeeper
2 5 6 3 Defence
7 4 8 11 Midfielders
9 10 Forwards
Nowadays though, as clubs have such large teams many players keep their numbers for the duration of their time at the club.
Thiery Henry wears 14 for Arsenal, as 9 and 10(Bergkamp) were taken, But now that Bergkamp has retired it is unlikey that he would take the number 10 shirt(traditionally a forward) as he has 'made 14 his own'.

Its was traditionally used to number players from goalkeepers wearing 1 to strikers wearing 11 and its suppose to help people identify the players as they can't possibly see their faces that clearly from the stands.
Now many players prefer to pick their own numbers due to idolism; David Beckham took number 23 not only because 7 was taken by club captain Raul but because his idol, Michael Jordan wore that number
sometimes, the players just take the number that's vacanted but its then hyped up by the media; when Cristiano Ronaldo took 7, the media linked him to beckham, cantona, george best. Carrick took 16 and was immediately link as the next Roy Keane.
For pure fun; Lizarazu of Bayern Munich picked 69 and you know why.
Sometimes, shirt numbers may be retired by clubs if the player who worn it was a real legend. like number 3 Maldini and number 6 Baresi of AC Milan. number 23 of Manchester City was retired in honour of Marc-Vivien Foé, who was on loan to the club from Olympique Lyonnais at the time of his death on the field of play playing for Cameroon in the 2003 Confederations Cup.
Some players are also Trademarked with their numbers like Ronaldinho 10, Ronaldo 9, Beckham 23,
I wear 7 when i play for the school team and 11 when i play for the national under-17 team. i had only wore this 2 numbers before except when the first time i was drafted into the national under-17 team, the number 11 shirt was held by a senior and i had to make do with number 19.

This is a bit like asking what is the meaning of a painting or a piece of music. You will get many different interpretations, and the only true meaning can be the one which you like the best.
I have been a 15, 7,6,3, and 1 at different times. I would therefore say I am quite flexible in terms of what my number is. However, what is definitely true is that you cannot determine much about a person based solely on the number on the shirt. You have to read their answers.

Usually it is the to help tell what is the player's position.
For example:
Goalies usually wear a #1 or a #12,
Defenders usually wear a #2, #3, #5, #21 #22 or #23,
Midfielders usually wear a #4, #6 or #10 &
Forwards usually wear a #7 #8 or #9.

Shirt numbers don't mean anything in relation to the position that a player plays in.The numbers are squad numbers in that particular club.

7 usually means skillful trickly wingers because traditionally 7 is wornt by the game's trickest players. Such as the late ManUtd legend George Best or Luis Figo when he at his prime, playing for Barcelona. Even Robert Pires of France and Arsenal who is skilled and versatile enough to play either wings.
10 is usually worn by established players who's job is to link up play for the team. He is usually an important attacking player for the team as well and has best passing ability around. Some call them the playmaker because they could lunch quick attacks and set pace of a game. Such players include Francesco Totti , Roma and Italy, Dennis Bergkamp, Arsenal legend whom has just retired from the game...
11 is usually the quick players with pace to burn. And they usually are wide men for the team taking on attacking roles along the franks... Etc of such Ryan Giggs, Overmars, Robinho
9 is of course the finisher of the team. They are always the strikers and are most of the time, important members of 1st team. Most of them takes the penalty too. Perfect example; Alan Shearer
4 and 6 are tacklers. Plays in middle of field and has good stamina. Patrick Vieira of Arsenal, Claude Makelele Chelsea...
2 and 3 is the left and right back of the team. Such players require extraodinary stamina as they are running up down franks to support the attack as well as tracking back to help out defence.
1 of course is goalkeeper

No real meaning any more. 1-11 should be seen as what the manager thinks is the best team. But with Carrick 16, Beckham 23 and Ballack 13, people get superstitious and get use their numbers as their trademarks.
