I have a sister-in-law with this same problem. At first my brother drank to drown her out but had to give that up so he could have a life.
Now, he doesn't even hear her. He can turn her totally out with the exception being, when he has to take a trip with her. Then he just cusses a lot and gets high blood pressure.

Without knowing the actual problem; you are describing a symptom, the only thought I have is her other option is not breathing. But is it an actual impediment if the problem consists of just just talking until she runs out of breath? If this is the case all she needs is to be reminded to stop and take a breath before the mandatory stop time hits. Keep it up and she might start doing it on her own.

I think most speach impedements , such as stuttterring, are caused by people not slowing down and thinking before speaking. They try to speak too fast. Have her speak slowly and clearly and reasure her by paying attention to her and listening to her. If her speach impedement kicks in, tell her to speak slow and low. Slow speed and low tone. Later she can speed up.

Hide her mobile and keep her away from yours.Buy a headset to plug in to your computer and use them to conceal ear plugs.If all else fails,get her a Playstation.
