Arrange a meeting w/ studio execs and pose your ideas to them. It's really not that hard to do as it sounds. Just takes a bit of savvy and effort....with a wee bit of help from connected friends.

First start with your friends. If they don't like it, well you should probably revise it. If they do, go to L.A. and make yourself an appointment with a TV exec
