The programme was White Horses and the song On White Horses.
Badly dubbed from the original french but enjoyable all the same.

I remember it being used as the theme to a children's programme when I was at school, it was always on in the mornings of the big summer holiday, I can't remember the name of the programme though, but do know it was a foreign one dubbed into English. This would be about the 1970's
