Yes, but only the Nerf kind.
I support the 2nd amendment too but guidelines like restrictions on selling guns to mentally handicapped people--including people with potentially dangerous mental illness--are just a matter of practicality.
Hardcore gun enthusiasts will tell you that any and all gun restrictions are incremental attempts to take away all guns owned by private citizens. I don't agree. I've seen gun laws pass (and thankfully expire) that were obviously constructed for that purpose and I disagreed with them. However I also believe there needs to be some regulation beyond age and felon status for cases like these.

Okay, that's a tricky subject, but I tend to look at it this way, since someone brought up the "NRAs position." The NRA never advocates using a firearm in a hazardous or careless manner that'll lead someone to injuring themselves or someone else. They are a firm believer in the buddy-system, especially for younger children where adults guide them into being better marksmen, safer gun-handlers, and how to properly care for the firearm. So why not apply it to someone who's mentally handicapped? If they have the mental capacity of a seven year old, then they need to have their gardian prescent when they have a firearm. If they're just "slow" but are otherwise fully capable of mastering the weapon like an adult, then they should be free to have ti, in my opinion. That's just my opinion, not thestate law. I'd still flollow the local ordances though.

No! If they don't have the mental capacity they should not be allowed to own a gun. And anybody who hunts with a mentally handicapped person should be checked out before they are allowed to own a gun!

Of course not! The retarded and even physically handicapped among us should not have access to guns, and the owner of any gun that even falls accidentally into their hands should be prosecuted and given jail time if any crimes or mishaps take place.
Rather than take all the guns away, I think registration (like cars) and then punishing owners (even if the guns are stolen) would put a stop to guns getting to criminals and crazies.

I'm from Canada and i don't think any civilian should have a gun and if i ever saw a "special kid" with a gun i would run in the opposite direction.
So no if you do not have the mental capacity, YOU SHOULD NOT HAVE A GUN!!!
There should be an IQ test to get a gun.

If you assume that the NRA's position on Constitutional freedom to own and shoot guns is absolute -- convicted felons aside -- how are you ever going to justify giving a mental test to potential gun owners?
I have long believed that nobody should be allowed to own a gun who hasn't taken a safety courts -- the NRA itself has great courses, and there's a good Florida course you have to take before getting a concealed carry permit.
But the NRA won't even support making its own course mandatory.
So the nutters will continue to be allowed to own guns, and they will continue to shoot 'em up, and their kids will shoot and kill the neightbor's kid (that happened to someone in my sister's town).
