If you can find common factors in both sides, then you can divide both sides by that common factor. For example, the ratio of 49 : 21 can be simplified to 7 : 3.

Your old teacher would only have been correct if you were finding the probability of taking two marbles out and getting a result. In science there is a difference between big numbers and small numbers that have the same ratio, but that difference is mostly that with larger numbers, it is harder to conclude that your results were simply random chance. I'm guessing the old teacher was making a different point about probablility. Ratios may always be simplified. You are always allowed to multiply (or divide) a ratio by 1 without changing the ratio. This is a basic principle of math. Simplifying ratios is the practical application of that rule. When you have 10/50 and divide by 10/10 (which is 1), you have not changed the ratio.

a ratio is like a fraction the ratio 2:4 is the same as 2/4 which can be simplified into 1/2 which is basically 1:2

You cut them in half. I am a 13 year old honors student and I
am used to this kind of stuff. For example there is a group
of 1,000 people and you ask do you like Clinton or Bush.
400 say Bush and 600 say Clinton. So the Ratio is 400:500
and you can reduce that by cutting both of the Ratio's in half.
cutting just one means that you changed the order of the whole vote. 400 is 80% of 500 so this can also work. 4:5. 4 being
Bush and 5 being Clinton.
