The water is normal, it is condensate.
It is black, possibly because your engine is running rich (to much fuel)
Check the air filter, and air intake.
You do not give enough information to make a further analysis.
Have it looked at by a qualified mechanic.

I would take my car in and get it checked cause it sounds like a blown head gasket, which is allowing water into one or more cylinders. It isn't enough to stop your car running, but is obviously affecting the way it runs. It needs to be checked before more damage can be done which will end up costing you more money. The black water coming out your exhaust is this water, mixing with the carbon in your engine and exhaust, turning it black.

the black water you describe is a combination raw fuel and condensation, the engine is running rich, to much raw fuel leaving the combustion chamber (cylinder) and entering the exhaust system. heating of the exhaust pipe when they are cool will cause moisture to form in the pipes and mixed with the raw fuel will give you black water that drips from the exhaust pipe. you may have a spark plug misfiring or a bad plug wire on one or more cylinders. depending on what year the car is you may have a carburetor out of adjustment on the older cars or a bad fuel injector or map sensor on the newer cars. I would recommend a tune up.

you might want to go car shopping ( a bad head gasket can allow water into the cylinders and it would be black from the crud in the tailpipe )

what is coming out of the tail pipe is probably just condensation. you might want to look into getting the oil changed.
