I agree that the word use was not qualified as a proper use of the english language. As a prime diplomatic figure in the world you would expect more responsiblity in how the language of a matter would be discussed in front of 300 million of its own citizens not to mention the couple billion other people throughout the rest of the world. Never trust a C- student to run the country, it leads to red pen being used everytime he speaks.

But the term is accurately used when referring to certain varieties of Islamic terror because the Al Qaeda variety of terror group is working towards creating a religious dictatorship in the shape of the restored Muslim Caliphate. That was the first time I had heard them say that. I would assume it is a method used to demonize the enemy. Demonizing the enemy tends to work when you eventually want to go to war.
