Is it really effective the fight against vices?

Question

Narcotraffic, kidnapping, weapons traffic, pollution, corruption, kids prostitution.
Or the authorities are only faking? and are hidden allies?

Marginally. They're kept under "control"- to a certain extent. But as long as people have "issues"- we will continue to have vices.
