Yes, the quick answer is 'not a vowel' (a, e, i, o, u, y, w--y and w when used as vowels)
A vowel is a sound that comes out of the mouth relatively unstopped.
A consonent stops the sound, to a greater or lesser degree. Stop consonent sounds (they can be spelled with different letters) like d or k stop the sound. You can't keep saying them without putting an 'uh' or some vowel sound on the end) Fricatives are 'noisy' consonent sounds (like s, z, sh, ch) that you can keep saying. In English, r and l are liquids, that have some qualities of consonents and some of vowels.
When we say words that look to many people like they don't have vowels (rhythm) you can hear a short 'i' sound for the vowel sound, so y is acting as a vowel. When we pronounce words that are written without vowels (brrr!), we hear the schwa, or unstressed 'uh' sound when we say them (burr).

Well I mean all the letters that are not vowels. I'm going to be terribly interested to find out what everyone else means. And I am looking for your question that asks what do you mean by vowels. To which I will answer a,e,i,o,and u. And sometimes y.
