It's not cheating in the physical sense; however, it can lead to that. According to experts, internet cyber sex or phone sex can initiate the process and give people ideas of infidelities upon which a person may act on it if given the opportunity.

I think it is really cheating...because cheating is really about the emotional aspect...the betrayal...NOT the actual Physical Act. So...if someone is Lustfully acting towards/with another be it over the phone...or online...It is still cheating. Cheating takes place in the heart and the mind...and YES Bill knew he was cheating...He is just a pathological Liar and could not stop from lying when caught.

Not at all unless it leads you to do something real and tangible. See it depends on how you look at it and how broad your mindset is regarding the sex. Some ppl may call it cheating but if you enjoy doing it and your partner is narrow minded and doesnt think it s good, you may not tell her/him but there is no harm until you stick to just cyber/phone sex.

It's lusting after another and it is cheating if you have a signifcant other. If you Bill Clinton than you won't think anything is a lie and might say, well it depends on your defintion of "married"

I consider it cheating. There can be emotional feelings attached to that. Sharing something like that with someone else while in a relationship is just wrong to me.

Yes it's cheating. Anytime you're doing something or the mere thought of doing something vile like that without prior knowledge of it by your significant other is cheating.
