I've never heard of mothers using men's restrooms (why would they?) but I have known a father to use the women's restroom to change a baby if the men's restroom has no changing facilities.

I hope not. I'm a mom and I wouldn't use a men's restroom. That is if I had a boy. I got lucky with a girl, but it still stands true.
