I have extremely pale skin, and I don't tan, anyway, but my natural skin tone is perfect for my red hair & green eyes...not to mention much rarer than the ubiquitous tan.
If I DID want a tan, I'd use one of those spray-on cosmetics. I sure wouldn't do anything that developed melanin.

For some reason friend of mine who gets red or burn easily got nice brown on her when she went to the beach on somewhat cloudy day(I guess you can say cloudy but it wasn't like it's going to rain kind of cloudy, sun showed up time to time). she spent a day with suntan lotion every an hour or so. she didn't get burn or anything, she said it was a miracle... lol

artificial sunlight perhaps...if you choose tanning lotion, beware, there are some really ugly ones out there that make your legs go orange.
