I have 2 tatts, im not really sure but i have heard you can. Talk to a tattoo artist they will be able to give you an accurate answer.

um if ur asking if u can get a tat to look like abeauty mark the answer is yes can u make it raised i doubt it .... u can get anything tattoo'd you can get lipstick blush eyebrows eyeliner anything tattoo'd (at least in the states) its called permenant makeup...

This can currently be done, as can permanent "cosmetics" like lip coloration's.

You can, but there would be no bump.
Not every body's skin is prone to keiloiding.
