Hello,
It depends on the grading system being used. Some use the simple system 90-100=an A; 80-89=a B; 70-79=a C, 60-69=a D and anything else is an F.
However there is also a more competitive grading system where that would be considered a D. This sytem is rarely used anymore though. The Elementary School I went to used it. Anything 94-100=A,86-93=B,78-85=C,62-77=D and anything else an F.

It depends if the teacher is grading on a curve. In most grading systems, this is the norm:
100-90 = A
89-80 = B
79-70 = C
69-60 = D
59 & below = E (or fail)
It also depends if it's grade school, high school or college.

It actually depends on the class. If the class is graded according to the "STANDARD" grading system, it is definitely considered a C; however, if the class is "curved", it can be anything from an A to an F, depending on how well the REST of the class did.
Most likely, (just based on probability) you are in a class with a standard grading system, so the 73.64 is probably a C.
NOTE: Math based classes are the ones most likely to be graded on a curve, but that does not mean the have to be.

70-80 b+
60-70 b
50-60 c+
40-50 c
30-40 d+
(20-30 d)

If you were to receive a 73.64 in any Tennessee high school, this would be a D.
It depends upon the grading scale where this score was made as to the actual letter grade.
Tennessee recently adopted a standard grading scale for the state of:
A = 93-100
B = 85-92
C = 75-84
D = 70-74
F = 0-69
Some colleges have different scales as to schools in other states.

Usually, unless they are using something other than a 10% scale. Some honors classes break it down more strictly.
100 - 90 A
89 - 80 B
79 - 70 C
69 - 60 D
59 - 0 F
