Usually an instructor or your school provides to the student an understanding of the grading scale to be used in the course. It is typically embedded in those first day or week documents, such as a course syllabus or a listing of rules or a student handbook. Otherwise, if none was provided, they operate at a norm, like 0-2 being a minus, 3-6 being a straight grade, and 7-9 being a plus (I'm just reporting the last digit) ... however, you have to know how it is calculated.
In the college class I teach, a student noticed her 90.23 was recorded as a B on her grade sheet and questioned it, which she should have done. In fact, between me marking an A- and the clerk typing the grades into the computer, a mistake was made ... thus the B.
However, in your case, your grade is solidly a C from my view, unless you have a different grading scale indicated in the class.

It depends on your teacher's/school's/district's grading scale. In my class a 74 would be a D (93-100=A, 85-92=B, 77-84=C). If your teacher uses a different scale, then it might be (70-79=C, 80-89=B, 90-100=A).

It depends on your school's grading policy. If 60 is passing, it's a C. If 70 is passing, it's a D.
