implements for such cutting and grinding as we have today?

the blocks are cut square or rectangular by careful chipping.Lines (or snap lines ) & plumb bobs are used to mark out straight lines and 90 degree angles. Then the surfaces of two blocks are placed where the two surfaces are to come together . then you grind each surface against the mating side of the other block's corresponding surface until there is no gap. Any high points are worn away. And any low points could be made smooth by grinding the surrounding surfaces down so both mating surfaces are flat.

Ever seen really good handmade wood furniture. In somecases you can't even see some of the joints! They just had to be really skilled and take their time.

They probably still did have chisels and picks that they could use to shape rocks. Also, many of these ancient cultures were amazing at fitting stones together to create tight fits.
