If there is an answer to that question, apparently God has chosen not to give it to us. The concepts of God, and of Universal Intelligence, do not really lend themselves to creation or evolution.
"In the beginning, God created the heavens and the earth." (Genesis 1:1). There was a specific act which created the material universe. Perhaps this same act, or perhaps another, created time. But nothing in the Bible considers the creation of God. And quite a few parts of the Bible indicate that God does NOT evolve, and that He is the same today, yesterday, and tomorrow.
I nominate this question to a prominent place among the questions which probably cannot be answered. At least, by humans.

There is no such concept as universal intelligence. The proof for this is that no object can evolve before the universe as time does not exist. Now you say that the 'universal intelligence' cannot be identified with time but you get into the illogical fantasy! universe is very old, it may have no birth, i mean it could be infinite years old if the theory of Big Bang is right.
and second, some scientists believe time and place does not depend on mass, that is before the birth of universe there existed place and time.
third, some thing, that has mass or at least dimensions, follows the rule of physics or universe. anything massless may not do so. if there is a universal intelligence, it is probably massless or does not have a physical shape ulike u and me and any object in this universe. without space, some thing massless could still exist.
fourth, there could be more universe other than that of us. who knows, there maybe were more than one Big Bang, which created other universes.
if there is a universal intelligence, he definitely knows how to create a universe that he can evolve before it.

There is a Creator. He did not evolve, He always existed and always will exist. He is the same now as he ever was. You don't have to worry about how long He was around or what He did with His time because there was no time until he created it. Time was a necessary element for the creation of the universe, and the creation of us.

Tough question. "Before the universe" may well have no meaning, since time could have begun with the creation of the universe, hense, there can be no "before." Universal Intelligence could not have been created - since it leads to the paradox of the chicken and the egg routine. Mankind may never have these answers - but we'll keep searching.

When you say Universal intelligence I asume that you refer to speak of a creator, God. First of all we have to get one thing straight if you believe in evolution than you can not belive in God because the idea of evolution is the answer that many atheist have given to the "Intelectuals" of the world for how the Univers and life came to exist by itself with out a creator.

The universal intelligence is the human race, want proof! here it is, if the intelligence created the universe, and then the universe in turn created us, then are we not the universal intelligence trying to understand itself.
