It isn't. What's hard for them is that they can't seem to overcome their self-pity.
There are laws in place that give them jobs they sometimes aren't qualified for. There are the Civil Liberties Union and various activist groups which give them assistance.
There is more than ample opportunity to aquire an education and more than enough jobs to go around. What is rather pathetic is that there are just as many excuses for not taking advantage of it.
This applies to everyone, not just the black community.

All lower class citizens, not just blacks, have a hard time moving up socially because government programs such as affirmative action, and welfare, don't work. They only address the symptoms, not the problems, leaving the next generation with the same problems as the previous.

This is an unfair question. It's also racist.

What struggles are you refering to? Are you stereotyping all African-Americans and saying they all have struggles? Are you refering to the black Ethiopians who are starving to death from famine? Are you refering to black Somalians who are being murdered and orphaned by warlords?
