yes I think so. See you have to understand, Barney was Tupac way of sometime gitting away from the thug life every once in a while. It just be him and the kids and tupac love the kid.
And you know what Marilyn Manson is really that nerdy kid that played in the wonder years.

Whoever got stuck wearing the Barney suit could have changed as often as from episode to episode; just like whoever is wearing the Jack mask in the Jack-In-The-Box tv commericals.
