Heyyy, this is the perfect question and I will be extremely glad if it heps. Flea markets are a really afordable choice... buy some magazines, Ellegirl (even if your 26) its just 1.99 bucks... see some styles you might like, and hit the stores, go to claire's for accesories, forever21 for clothes, vintage stores have GREAT prices and GREAT clothes...

Salvation Army, Good Will, etc. That way you can try out several different looks and still stay within a budget. Lots of good stuff in these stores.

read magazines, a lot of them feature new styles that are "in" and you can usually find fashion forward clothing at forever21 (forever21.com) but the clothing is made from very cheap material and will usually shrink when washed or rip tear after about a handful of wears.

Magazines...and you can try emailing those famous people. I don't know if that will work, but it worked with makeup. And observe, definitely. For example, I've noticed that this season, belts are all the rave, and so are leggings.

Decide which sort of people you want to impress and please. Then go where you can observe these people in public, and observe them--restaurants, sidewalks at lunch time, bookstores, bars, clubs, etc. Imitate the best of what you observe!
