The answer is Gone With the Wind. It was the most widely seen romance film in the world whenit cam out and the percentages of older people to younger people in this world greatly favors the older people. Casablanca would be a close second followed by An Affair to Remember. Titanic is well known now but mostly by the younger audience. The problem is how will you ask this question, with or without options. Some may not see Gone with the Wind as a romance.

I really liked Somewhere in Time with Jane Seymour and Christopher Reeve. It was based on a short story by Richard Matheson, and the music was done by John Barry.
