A friend of my daughter called the house but my daughter's cell phone number showed up on the caller ID. The phone was right there on the counter so it could have not possibly been used to make the call. He identified himself accidentally on the call, so I know it was him.

It's called spoofing and it's become quite common. You daughter needs to secure her voicemail box with a new PIN number if she hasn't already. Until she does, this "friend" has full access to her voicemail.

Spoofing itself is not illegal but some of its uses certainly are.

Yeah, it's really easy to do. Just do a search on Google. There are a billion or so web sites that tell you how to do it.
