Have you checked the air filter, fuel filter, air intake tubing? If any of these are plugged or restricted you will have low power issues. Being geared low should make it able to pull any hill w/o downshifting.
You may need a tune-up. Try a can of injector cleaner in the tank, wait to a quarter left and add treatment, then drive a bit before filling the fuel tank. Could have some contaminated fuel.

This could be due to a problem in the engine or transmission. Any other symptoms? How many miles on this truck? Do you have the vehicle's maintenance history? (can you get it from the seller?) If nothing else, it's worth looking at the spark plugs to check the engine's combustion - if you're not sure about doing this then I recommend a trip to your local shop or dealer to have the performance assessed. They can most likely hook up a scan tool and go for a drive to see what the engine computer is doing, especially on hills. Maybe a tune up is needed or maybe a trans flush but more info is required.

Take your Jeep in and have a tune up done on it. When starting up a steep incline such as a hill just down shift into the next lower gear and that should take care of the issue..

if you have a 5 speed tranny it could be you need to be in 4th going up hills or the 4 speed automatics have the 4th gear as over drive so you need to be in 3rd going up hills. you should have plenty of power with your 6 cyl engine. Also the timing might need to be advanced for where you live.

Jeeps Wranglers are not known for speed. If you want more power, downshift if it's a standard transmission. If you think something is wrong, get it dyno tested.

Because its not really made for Hills, you need a good suspension and Tran if you want speed up hills!!! The jeeps made strickly for mud and snow but never Hills!!!

If you wanted speed, buy a fast car.
