Yes, you will have to register on eBay in order to buy items.
To register for the first time:
Click the “Register” link at the top of most eBay pages.
Enter your name, address and phone number.
Enter your date of birth.
Enter your email address. Be sure to enter an email address that you can check right away.
Note: If you register using a Web-based (anonymous) email address, such as an email address from Yahoo! or Hotmail, you'll need to place a valid credit or debit card on file to verify your identity. Your card will be used for identification only and will not be charged. If you don't want to place a credit or debit card on file, you'll need to register with an email address from a company or paid Internet Service Provider, such as AOL. Learn more about Providing Identification for Registration.
Read the eBay User Agreement and Privacy Policy then select the I agree to the following check box.
Click the Continue button.
Choose your User ID and password.
Choose a secret question.
Click the Continue button.
Check your email for a message with a link and instructions for confirming your registration. Haven’t received your registration email yet?
Open your registration email and click the link. A registration confirmation message displays.
If you've done this but nothing happens, do the following:
Find your confirmation code near the bottom of the registration email.
Enter your confirmation code in the specified box (if it isn't already entered for you).
If your email is not already displayed on this page, be sure to enter the email address you originally registered with, and then click the Continue button.

Yes. It costs you nothing to set up an account. It costs you nothing to just look around on their sites with or without an account. You would need an account to buy or sell. You would need a credit card or bank account, or ability to buy in whatever manner the seller decides to accept payment. Be aware that some means of paying are not as advisable as others. Learn at ebay's learnng area. It has free info on how things are done.

yes you do. You need to supply them with your personal info and then you pay through PAypal in most instances (never pay by cheque on eBay!!!) You need to provide credit card info and to get verified you need to supply banking info. eBay will allow you so much money to spend on your credit card then you need to become verified (banking info)...It sounds scarey and threatening, but eBay is a great way to get things that you need/want. I was a little nervous about getting verified, but once I did, I was glad!
