ok, I met this Mexican guy who has lebanon and spanish blood in him. so he's like.... white. Or is he Hispanic?

My understanding is that "hispanic" is a generic term for anyone who has a Mexican, Spanish, Central American, and/or South American (and probably also some Caribbean islander, like Cuba or Dominica) heritage.
Here in California we used to use the term Latino/Latina - that is still acceptable, but Hispanic seems to be the more preferred terminology.

Salma Hayek (who is a Mexican actress with Spanish & Lebanese blood in her) is always referred to as "hispanic" because she is from Mexico...so your friend is considered "hispanic" but to be specific, he is mixed/biracial....Mexican or Spanish=hispanic, Lebanese=Middle Eastern, so Spanish+Lebanese=mixed...

my mom is Mexican and my dad is white?but on my birth certificate it say I'm Hispanic. just ask him/her.

he is a mexican -lebanonese (middle eastern and possibly white too because there are white lebanonese). however, hispanics come from hispaniola. he is not hispanic.
