If you use anything other than distilled water, then you risk having other minerals in the water that could impede the crystalization process.
It might be interesting to try two experiments--one with distilled water, one without, and see if there is a difference. Might even go further and try distilled, tap water, and bottled water. Of course, I'm a geek, so it's probably only me who thinks it sounds fun.

If it calls for distilled water, then yes. Distilled water is water that has been boiled, turned to steam, cooled, and then reclaimed. Distilled water is water without any form of mineral or other impurity.
