For USTA purposes - I don't think they do many rating sessions anymore, I think everyone starts with a self rating nowadays. Then once you've played enough tournaments and / or league matches you will get a computer generated rating. They also do spot checks at some tournaments, so they will occasionally have rating verifiers watching the play to ensure that players are playing in the correct division.
For club play, one of the club pros will usually give you a rating after hitting with you for 15 or 30 minutes, or just watching you play a bit. Club ratings tend to be higher than USTA ratings, a "club" 4.5 is usually a USTA 4.0 level player. But a few clubs do tend to stick more to the NTRP scale.

They hold rating sessions all over the country . Just check your regions usta website. You are on and off the court in 5 minutes.
