Being under 18 means that you are still a minor, and you should be under someone's guardianship who will prevent your running wild.

According to the laws we now have, my kids are licensed to run wild because we are not allowed to discipline them. If we do, a CPS worker shows up at our door and threatens us and says we have to put our kids on such-and-such drugs to make them behave better. My son often goes to school and reports me for abuse because I have reproved him (verbally) for his misbehavior. They can just do what they want, but at 18 the license expires and they could easily end up in jail because they never had any real limits.

Nope. You get a little more leeway the younger you are, but that doesn't mean that you can go nuts, cause that means your parents aren't doing their job of raising you.
