car will not crank over at all, motor has been out, dealer says this may be problem. but won't give me the answer!

Your PCM has very little to do with your van unless you have a factory security device.
If you have an after-market device, that may cause a no-crank as well.
As for the dealer, they may seem a bit mercenary, BUT
1) They can't really tell you much unless they can actually put their hands on it.
2) They are there to make money. That is their only purpose. They make money by selling cars, and running a quality repair shop.
It seems like it wouldn't really hurt them to come through with a little information, but the guy you talked to on the phone knows only 1 thing---how to schedule. He knows nothing about mechanical or electrical devices, or for that matter hardly ANYTHING other than scheduling.
In that event, he has to go to a tech for the advice, and that tech is being compensated by wages, flat-rate split, and benefits. Which means all the phone time is loss time to everybody involved.
Sorry you are hung up here. It really sucks.

The car should crank over no matter if there is a pcm problem or not. Electrical issue sound like

check alternator..starter...ignition control module...coil pack...battery....plugs & wires...ignition switch...never go to dealer until its absolutely nessesary...they dont give out very much info cause u mite take that info to somebody else..to reset pcm...disconnect battery or fuse for bout 30 secs..dont know if that works for ur car..but if it comes back on go to autozone...they'll test for free
