Puerto Rico is an island, the smallest of the Greater Antilles in the Caribbean. As such, it is not part of the continental United States as far as continuous land mass. However, Puerto Rico is a "free associated state" (literal translation) or commonwealth of the United States and the island has a nonvoting representative in the House of Representatives in Washington, D.C.. Puerto Ricans have been citizens of the United States since the early 20th century, and they do enjoy the civil rights and liberties that we do in the continental United States, although they cannot vote in the U.S. presidential election. When in effect, Puerto Ricans are subject to the (military) draft.

No. The continental US is the contiguous 48 states. It does not include Alaska or Hawaii. Actually Puerto Rico is a US territory and would not count as a "state" so they are protected by the US but don't have the rights and civil liberties we enjoy.
