That all depends totally on what kind of graphics interface your computer has. ATI would be the way to go if you want a good but cheap G-card.
At that price you could get a fair graphics card with 128 to 256 Mb of RAM, with a 128-bit interface too. For that price you could score a 256-bit 256 MB card but it wont be anything crazy.

Radeon 9550 - 256mb VRAM, 128bit. Cost me £50 - about $80. I'm running FS2004 at around 50-60fps

Sempron 2500, 1gig ram

Heed this advice. Never buy a video card with a name you have never heard of before. You will be sorry. Elsa gigabyte msi asus are you best bet. just choose one you can afford.
