you could use really good lotion...
but it could also mean your somewhat dehydrated...try drinking lots of water

Increase the amount of water you drink. Dry skin is a sign of dehydration.. your body pulls the moisture it needs from your skin so then the skin gets dried out. A simple way to fix it.

Try body butter from The Body shop it is so good the best ones for dry skin are coconut and mango it cost $16 but it is well worth it !

Use a moisturizer, but even more than that you should be getting some oil in your diet. I don't mean greasy food, BTW. I mean oil from fish, etc.
Also, when you choose a moisturizer, try to pick one without mineral oil. It's bad for you and "teaches" your skin to dry out even more.

Use body spritz when you get out of the tub, and use an aloe based lotion. Make sure it does not have alcohol in it as that dries your skin out fast.

Use Crisco on your skin. I know it sounds crazy, but it works. If you use it on your face, your skin will become very smooth and less wrinkled as you age.

Have you tried putting on lotion. Or you can use cocoa butter. If that doesn't work, you should see a dermatologist.
