No, you can be an international student, you can be a permanent resident, or you can be a US citizen. If you're not a US citizen or permanent resident (= green card holder) then you need official documentation that you are legally in the country. If you are not in the country then the school will help you obtain a student visa.

This is all assuming you meant going to college in the US. Other countries have their own rules and regulations for college attendance.

No. As a matter of fact it is easier for someone who is not a U.S. citizen to get scholarships and grants.

you can get a student visa (F1) from the immigration offices...I just dont know how you would obtain that though...
