Who gets to issue such a ruling?

If I remember my Islamic studies class correctly, any practicing Muslim can issue a "fatwa", a religious decree. Those radical imams declaring a religious war against the West are so far out of the mainstream, their fatwas aren't going to hold weight with the majority any more so than KKK members spouting "Jesus was white" holds weight with mainstream Christianity.

Who cares? If they have issued it, then like the guy said in the movie the Wild Bunch, "Why don't you kiss my sisters' black cats a**?" They just like to hop up and down and shout Jihad should'nt worry anyone.

no at least france wont attack us. they will slink away with their tails between their legs. other wise thats just about 10000 people in the world that would give up his life to see the united states blown into a million pieces.

No, but there are plenty of stupid and mindless people that blindly follows the instructions of those who are sitting in gold and money, to carry out suicide missions so they can collect more and lots of money from their alleged brothers in religion.
