Right now the best place to live is Hungary, if you happen to have one thousand us dls per month you can live like a king, the weather is good except winter which is about the same as it is here in the States, real estate is relatively inexpensive compared with the price in other places in Europe, scenery is superb beautiful mountains, the Danube river you name it, architecture is superb, you won't find houses made of cardboard, I have been there 3 times and I am considering in moving there most of the time, of course I am learning to speak their language. Most important is the fact that crime is amazingly low in Budapest the Capital, walking the streets there you feel very secure, people are extremely friendly. I hope I have answer at least partially your question.

Definitely not Italy or Barcellona.

Italian standard of living is very poor. No employment and life is very difficult there.

The best place to live would be Liverpool, England. The weather is fine and living conditions are not as expensive as london. There is good security. Employment is also good. Scenery is excellent. And housing is very neat. Get an apartment or estate on the outskirts where there are lots of green or by the coast you will enjoy that.

I am also planning to get an estate there, but that will be next year. Still saving. Good luck.

France will also be a nice place to live in.

Consistently, the United Nations has given the number one spot for being the best all-round country in which to live to Norway. I've been there, and I agree. Bergen is a beautiful city. Oslo is a bit boring. This country would cover all of your topics quite well.
