Good enough to make a living playing guitar, hence the word 'professional'.

Well, you don't have to be good to be a pro. I can name several pros who suck. Pro just means you make money at it. It's what you, your peers, and your audience think that determines how good you are.

i think that they have to be good enough to fill in for anyone famous if they ever needed to....
