what is a good program to make a game with?

im really wanting to make a racing game for computer.

It sounds like it would be the BASIC programming language. Get ahold of "Dark Basic" which is specifically to write games with. Anything else would probably end up being a waste of effort and never get it done. After you do a few with Dark Basic then you will have more of an idea of what you want specifically from a programming language so you can choose one.
