My mother is big into crafts. She makes little outdoor tables with tile tops.
She starts with white tile, grouts everything, and then uses stencils to make designs. Once she's done, she uses a clearcoat spraypaint to cover it. She's got one on her front porch that still looks brand new and it's been out there year-round (rain or snow) for about 8 years. She does wax it with car wax every spring though.
She did a small section of the bathroom wall tile too... It's that old style white subway tile. She re-did the rest of the bathroom in red, so she actually bought a translucent red paint. She used a grout remover, did her stencils and then covered it all with the translucent paint. Then covered it in clearcoat. Then she re-grouted after she painted and used the grout sealer. (I think she waxes that with car wax too every few months.) It came out awesome.
And by the way, I do recall that she purchased the paint from a hobby shop. It was "Colors by Boyd" brand. I know they make the translucent stuff in several colors. The hobby shop she got it from was able to order it in quarts. (I don't think you want to buy dozens of the half ounce bottles.) She got the idea from some of the paint-jobs on my models and R/C boats and cars.
And finally, the only really nice way to put this translucent paint on is with an airbrush. It takes awhile, but it looks gorgeous. (Make sure you play with the airbrush to get the hang of it first and make sure you mix up a nice big batch of paint before you start.)
Oh and one last thing... If you're using this on floor tile, you may want to get the sealant for hardwood floors (it should wtill work on tile - but don't quote me on that) or you can get commercial grade tile sealant. I don't remember where I've seen it, but I used it on the floors at my old office and I got it from a local grammar school. My friend worked for the maintenance department and they had some left over from the summer floor waxing. So who knows, you might be able to go to a school and get some of their left-overs (and you just mop it on twice and it leaves a really thick, transparent, and unbelievably shiny surface).

I think what you are really looking for is white tile and nice unstained pearly white grout (with no stains) with the lease amount of effort and not much cost. It doesn't happen that way.
Clean the tile and especially the grout really well. Re seal with silicone sealer. Take what you have or start over.

I have seen a paint product at The Home Depot for painting ceramic tile.I have never tried it nor have i known anyone who has.my guess is it probably wouldnt last.but it would be worth a try i suppose.

Lowe's has a primer called glossy surface primer. Use this first, then you can paint it with a good latex paint.

I,ve seen it all, some people just take different colors and drip it all over the froor or make designs or whatever you like. Just make sure it,s dry before you step on it
