Is there a sight, where you can make an advice column and people and come in and ask you questions, and you can answer them?? ...but a website that is free?

I don't know about that but you could start a group and call it your advise column...it's free to use and easy to set up a group here on yahoo....
Go to the Group at the top of your web page there should be a click on button to start a group..
