The foil has probably glued itself to drippings. Peel what foil you can then lay hot wet cloths over the whole oven bottom. What you are trying to do is loosen the drippings enough so you can pull off the rest of the foil.

lift the bottom burner gently and trysraying oven cleaner or pam and gently peel off use a ice crapper to remove the rest

Take out the bottom element.Use a paint scraper.
