I'm not so sure since my English is bad, too. But we should practise "everyday". That's also the reason why I wrote my Yahoo Blog in English, but not in Vietnamese as our mother language:

Live with a native speaker in an English-speaking country.... you will learn because you will have to survive! :) If you're a student, you can do an exchange program.

As with learning any language in the world , the best way I believe is to mix with people and join in with them-even listening to kids too helps!

try to read books in english with specific translation or buy cds for learning english... then speak the language...
