If its dead, you have to start from scratch, but i think you should cut back to one good long, deep watering rather than two...
try aerating a little, and try over seeding when the weather cools down...next spring after the new grass has taken root, apply a little of the scotts weed and feed...remember less is more of this stuff

Leave the lawn the way it is until the weather starts to cool. I put 55 gallon drums under my gutter spouts to collect water because we pay for it here. Anyway,in the fall in your region, get an aerator at the rental store and aerate the lawn. get a hand spreader at lowes or the hardware store and spread seed.get a seed that will germinate in your area of the country. Everywhere you have a hole and a seed goes in you will have grass. Do yourself a favor and spread some lime, granular lime about 200 lbs per 1000 sq ft. Aerating the lawn helps open up your soil and benfits the lawn. You need not spend alot of money to do this. Water the newly seeded holes in the early evening, every day till the seed sprouts. On seeing the first grass seedling put do starter fertilizer. Use the recommended rate. Good luck to you.

Hmm...about 10 years ago my family had moved...and the lawn at the new house was completely dead and dried. I remember my dad ordered a bunch of SOD and the next day I came home and our whole lawn was lush and green. I'm guessing buying sod for a whole lawn could potentially be quite pricey, but it depends on the size of your lot and how far you are willing to stretch your budget. If you take care of the sod it blends in just fine and you have a nice healthy new lawn and fresh soil to work with without all the waiting. Look into it.

Here's a pretty informative website to check out about sod:

Good luck!

Up north where I live, grass goes dormant and turns brown in the winter. It's not dead, just goes into a "coma" as a defense against the bitter cold. During the summer, the grass goes dormant as a result of the stresses of heat and dry weather. But the roots are very much alive and, in fact, go even deeper into the soil to seek moisture. If you decide to water your lawn, remember you are training the grass roots to stay shallow because that's where the water is. If you can resist the temptation to water, your lawn will become a better drought survivor because it will develop deeper roots.

You can over water so be careful so that you don't cause the remaining grass to die. You need to aerate your lawn and then the best time to water is in the morning before the sun gets to bright and you can also cover it with mulch or hay for a while to prevent to much sun and hold in moisture.
