I would go over and talk to the neighbor. The cat is in danger being outside. A cat shouldn't run loose any more than a dog.
Be honest and say you don't want the cat in your yard. You don't have to give the neighbor a reason.
I had a friend that allowed her cat out in the evenings when she got home from work because the cat liked it. Once in awhile the cat would not come home until the next night. He had been neutered. He was gone longer than usual and she went looking for him. She found him chewed up and dead behind her garage.
She took him to the Vet praying he really wasn't dead. The Vet said a raccoon got him...........Taught her a lesson....Just because the animal likes it, you don't have to allow a dangerous situation for it.
Perhaps you could relate that story to your neighbor.

if you must try to keep it out of your yard try squirting it with a hose or squirt gun. that cat is going to do what it wants to do but that will deter it after a while. don't be cruel and try to hurt it.
as for animal at large laws -- they are rather hard to enforce on cats, the animal control people have better things to do than get into disputes with neighbors. you could always try talking to him, about keeping the cat in.

Ask your neighbor to keep your cat out, or you will call aimal control. What's wrong with a cat in ur yard btw? Cats are awesome, but I understand your situation. Do you have something in your yard that would attract it? If you do, remove it.

They make cat repellent, it is basically the scent of fox urine, so the cat thinks there is a dominant predator around and will leave the area.

Is the cat really doing any harm? If so, then try squirting the cat with a water gun or hose every time you can catch him over on your side. He may soon learn to stay away, at least more.

Don't feed them. You can buy Panther urine at a pet store, get some and spread it around where the cat gets in, that will scare them away.

Every time you see it spray it with the garden hose. It wont hurt the cat but the cat won't like it and probably stay away.

keep a hose ready, if you are out in the yard and the cat wanders in. spray him. he will get the message. this way no one gets hurt and you are cat free.
