Well the USA used to be in hock to the arabs until the price of oil dipped in the early nineties and the arabs had to take their money out of the american economy to use at home.
So the USA had to turn to somebody else to shore up their massive fiscal deficit and the Japanese and Chinese were the only people with spare dollars.
