What do you mean by CAN she have sex? Physically, it's certainly possible. You don't need your period to have a vagina. Should she? Probably not, for several reasons. 1) She can't get pregnant with no period, true, but she can still get infections and STD's. 2) She's 13, so she's probably going to start any time now. If she has sex right around the time she starts (at least a half-month span of time during which) she can become pregnant. And sperm don't die right away. If her defenses are down for whatever reason, the sperm can last for several days and in some rare cases even several weeks, long enough perhaps to make her pregnant if her period starts around the same time. 3) At thirteen, most girls just aren't mentally ready for promiscuity. They're the easiest for d*ck guys to take advantage of, they make less educated and less thought-out decisions, and they go to the wrong people for advice when they do screw up, which is a likely occurrence. And if you live in a state (or a country) that doesn't teach contraception, then you are NOT educated enough to make good decisions in that regard. 4) poping your cherry may hurt a lot, and as a young one she won't handle the pain well. She may regret her reaction, or she may regret that it was with no one special. 5) If she does do it, and the guy wears a condom... what if she's allergic to latex? A certain percentage of the population is. I am. Some more than others. What if she has a severe allergic reaction and has to go to the hospital? There's no lying about what caused that. What will her parents think? What will they do to her for punishment?
Tell her not to do it.

It's probably illegal for your friend to even have sex. There is a thing that every state has, it's called the age of consent. What that means is that no one under that age can consent to have sex or do sexual activities. Even if her parents know she's doing those things, the law says no. I'm not sure what it'd be for your state but as far as I'm aware every state requires the person to be older than 13 before they can consent. If she does have sex and the law some how learns of this her partner no matter how old he is could be charged with rape, as well as she if he's below the age, and I think they can charge their parents too.
Tell your friend that it's ok to be a virgin. Men marry the virgins not the ones who lost their virginity at age 13 or even 16. Having sex brings along a lot of pressure and responsibilities no teenager especially a younger teen should have to deal with. I hope you can talk to her and convince her to wait. If her partner really loves her then he'll wait for her.

Babies are not a toy, If you are not old enough to drive, work or sign yourself into an ER. NO!!! I didn't start (period) till 15, (now 35) that is not abnormal, just gives you something to worry about wrong time/place a little longer than some. The worry... Now worry how you will feed, clothe, buy food, oh, and buy those cute shorts for yourself at the store. Oh, p.s. I meant "your friend" THINK, and DON'T DO IT! She doesn't need to. Why would she want to start worrying about all the things that all these young sexually active girls worry about ( Sexual Transmitted Diseases, pregnancy, periods, and boys). Enjoy the lack of a period while you have it. You don't know how much you will miss it when you get older. Lots of people wish they could go back in time and stay virgins. I wouldn't advise anyone to have sex it is way to complicated now. I would wait until I was old enough to understand all the things that go along with being sexually active. There are to many things that can happen to be playing with fire like that.

Yes your friend can still have sex. But she can easily get pregnant too; and if your saying this for yourself and your using the excuse that you have a friend, well you should wait on sex your still very young , still a little girl, and if you do have sex don't forget to use protection, it's hard to be a parent still being a girl. That is a myth and unfortunitly, you are wrong.
A female can get pregnant even if she hasn't started her first menstraul cycle yet. Also to mention she can have sex and she can have her first period soon after risking pregnancy.

No she can't have sex!!!!!! Thirteen is way too young and I don't care how old you think you look. Slow down, geez. And, for the record, just because she hasn't started her period doesn't mean anything-what's that got to do with it? Her hormones are still raging and she could still get pregnant. Just slow down and be patient, it will happen. At your age you need to remember that 13 is not that old. Life is too short and she will regret it if she gives it away now.

Thirteen years old and sex do not belong in the same sentence, believe me. I got pregnant when I was fourteen and had a child, it means giving up everything. I love my son dearly but many children cannot handle even the idea of having a child never mind actually taking care of one. I understand that you and your friend may be enthralled with the concept of sex and love, but they don't come hand in hand. Don't give in, stand strong and make a name for yourself, and tell your friend to do the same. You will thank yourself for it when you are older.

She can catch an STD, HIV, or surprisingly enough, get pregnant!
Oh yeah... that happens... especially when
she's just STARTING her menstral cycle.
She should consider her position and not go that route.
It would a sad case that she dies so young... or be a
mother at her age, trying to raise a child before she's
even gets out of grade school. Either way, it's very
heartbreaking. She should wait and consider her position
in a mentally-applied Worst-Case Scenario.
