I have eaten at a bunch of hotel buffets in Vegas and for my money the RIO is THE best. But all of the buffets are now way way too expensive, about $25 each, and they are no longer bargins like they were 10 to 15 years ago. Actually they are now close to a rip off. So we eat breakfast at Dennys or MickyD and eat dinner at regular restaurants like Outback Steak House or Tony Roma.

You will never forget dining at Hugo's Cellar. It's in the basement of the Four Queens Hotel downtown Vegas. Don't let the casino itself impair your judgement on Hugo's. Speaking of impaired judgement, the cocktails there are first-class all the way. You'll see what I mean if you order a Manhattan, Martini, or a Macallan 25. It's Old Skool Vegas and it's why you go there in the first place. Skip the buffet and spend the $100 (+) on a dining experience you can't find in Wichita-or anyplace else. You can gorge yourself at an all-you-can-eat place when you get home.

No matter what recommendations you have already been given, there is a little known "gem" of a steakhouse which offers all one could ask for when craving a big hunk of meat.
It is hidden away in the back of Circus Circus. (there is one catch: and thats wading through packs of crying, snot nosed, poopy diapered kids while you make your way to the restaurant.)
but its worth the "wade" (haha get it?)
The meals are not al a carte, coming with salad and sides, and high quality, and probably $50-$75 less per meal than anywhere else.
When I go, we order a couple of drinks, usually an app, each get a steak, and bottle of wine with the meal. (Now, reasonable checks depend on what you order) but we've never gotten one more than $180. In LV this is quite inexpensive if you are looking for a quality meal.
Now for the sweet stuff...go to Commanders Palace (in Desert Passage @ the Aladdin) go sit at the bar, order yourself a capp or something, and ask for Bananas Foster or the Bread Pudding. Or both. The best flavor you will have in your mouth the entire trip. and when you leave, stop by the host stand and grab some pralines. Have Fun!!
PS stay away from the buffets, all you will do is pay $25 to eat crap. and if you gamble, ask locals where they go to gamble. Playing on the strip probably won't be their answer. Local casinos tend to have looser slots. they need to keep the carrots dangling in front of us because they depend on the gambling habits of locals. and winning creates repeat business. they know the will get it back when we return to win again.

I lived there for 4 years, everyone seemed to like the seafood buffet in the RIO. Las Vegas is known for it's gambling and night life but it is also know for it's dining. What ever kind of food you want you'll find a fantastic resturant. Remember the strip has great dining places but check resturants off the strip too.

The Bellagio had the all time best buffet I have ever eaten. Especially the breakfast buffet. The restaraunt there called Noodles was great, too.
I didnt think either one was all that inexpensive, but the service was definately 5 star as well as the food was tasty.

the magazines in las vegas hotels says the hotel bellagio is the best buffet, and they are kind of pricy, but they are pretty nice they have tons and millions of people waiting just to get into the buffet. also, from my opinion, hotel rio carnival buffet is pretty ok price and very delicious food, since there is like homemade italian ice cream and they are all very luxurious..

Bellagio is one of them; always a great meal
The Wynn is great anytime and their Sunday brunch is second only to the Sterling Brunch at Ballys

The seafood buffet at Rio is the best buffet and the best overall deal/dinner out.
Their seafood is extremely fresh and of high quality. However, this buffet is only a good deal if you love seafood. If you do love seafood, you know seafood can be expensive. Rio's seafood buffet costs more than non-seafood buffets, but you can get your money's worth (and then some) as long as you stick to the expensive stuff that you like and avoid all the "filler" food (e.g. bread rolls, pastas, salads) -- unless you just love that filler food. (But if you love that filler food, I'd recommend going to a non-seafood buffet that costs less.)
At Rio, I only fill my tray with sushi, sashimi, crab's legs, grilled fish, and the like; basically, I eat only the expensive stuff that has to be fresh if it's to taste good. I admit I'll add a one or two fried items (e.g. fried shrimp) and maybe one dessert, but I keep fried items and heavy desserts to a minimum, as they fill me up too fast. (Of course, if you LOVE fried seafood and desserts, then pile them on! Just know that you won't be able to eat as much, and you're getting less of a deal.) I do not eat any salads, breads, or pastas while I'm there, and limit myself to one dessert. The way I see it, I'm there for the expensive seafood, so I reserve most of my stomach room for that. The international buffet at Rio is the best. Avoid that supposed 5 star restaurant at the Stratosphere-complete rip off, food wasn't that great.
