Yes, it can be bothersome if people are disgusting about it. There're ways to be elusive about a situation (with a tissue or napkin, or course) and please let it be a paper napkin. It does gross me out when I see people blow their nose into a cloth napkin, though. But, I've seen (& heard) ALOT more disgusting things that patrons do at a table in a restaurant. Blowing the nose is the least of my worries. (If u couldn't tell, I work in a rest)
Try not to let it bother you sooooo much. There's a lot of things in life that are worse. Good luck.

Are they blowing their noses out in the air or using tissue to catch
the little nasties? Are they blowing their noses over your plate of food or their own? Don't be so uptight. All that you see happening is in the dining area. What do you think may be happening, behind your back, behind the closed door of the kitchen? Sneezing, coughing, nose blowing, nose picking, @ss
scratching, etc.

It does offend me. But I've been there before. Haven't you ever had a sneeze come out of nowhere? When that happens you don't have time to get to the bathroom to blow. You just have to be as subtle as possible.

It does not particularly bother me, it is more of the social situation.
If I am in a low class place like a fast food place, I don't care at all.
If I am at a high class place, then it is not cool.

Yes, they could excuse themselves and go to the washroom. It only takes a few minutes.
