dating is over rated. you should think highly of yourself and not give your love away too early. so many start young and have had 10 or more boyfriends by the time they find someone that they want to marry.....many heartaches later, and most likely virginity given away, they enter marriage used and broken....
my advice is to wait until you are ready to seriously think about getting married. if that's 18, great, if it's 23, great....
there are a lot of kids today staying pure, in thought and deed, and valuing their virginity and purity... let's face it; dating often leads into temptation (kissing, petting, and sex).....

Subjective...some kids are too young at an age at which their sibling might be old enough. What are you afraid will happen on said date? If you say sexual activity (not just sex, but kissing or whatever), to that I say, hard to forestall. Make them be real smart, tell them how stupid it is to get a std or a baby before they can support it. (Because you WON'T! Put your foot down! My dad did and I didn't get in any trouble...I didn't want kids!) Anyhow, if you're worried that your kid is going to get in some kind of other trouble on the date, like something that might cause police intervention or a regrettable heroin habit, then yes they probably are too young. Kick their rear up to their room, lock the door, and tell them you're calling the police if they leave or get in to any more trouble. Then don't let them see their lousy friends, and make them work around the house to learn not to be so ungrateful to you for buying them food and clothes and a place to live.
Hey, this totally might not apply to your kid, if you even have one, and aren't actually one. If you're reading this saying, "Who the heck does she think she's talking about?", then your kid is probably ok to go on the date (lots are). Just make sure you're not fooling yourself in to thinking your kid is better than they are, some are good at it! They learn from their parents!
You could never assign an arbtrary number.
