I would answer that it was a closed question and then explore the pros and cons of using closed and open questions. Never knock closed questions - they can be a good starting point.
If a more creative response was expected I would go into how I felt when faced with this question and where my imagination led me with that question as guidance.
If the question was an important part of an assessment then I would argue for its exclusion as it is so vague.

The only correct answer would be yes. If you put 'no' you would be answering something that's not a question and that would imply that you perceived it as a question that was asking for a response.

its too early in the morning to try and think logically and answer a Q that may or may not be a Q . in fact the Q about the Q itself may not be a Q which means how can we answer a Q about a Q that isnt really a Q

Yes. It ends in a question mark, which implies an asking tone. It may be a silly question, but a question it is, right?

The question is why do you want to know if this is a question and what are you going to do with the answer?

I would say yes, it is a question, the fact that it is a question questioning if it's a question or not is beside the point! Comprende? LOL
